GEORGIA CORONERS ASSOCIATION

CONSTITUTION


ARTICLE I – NAME AND OBJECTIVE

SECTION 1. This organization shall be known as the Georgia Coroners Association.

SECTION 2. The purposes for which this organization is organized are:

A.      To secure a closer official and personal relationship among Coroners and Deputy Coroners.
B.      To secure unity of action in matters relating to the Coroner’s duties.
C.      To elevate the standards of the Office of Coroner in each county.
D.      To promote the adoption of more scientific methods for detection of crime.
E.      To recommend desirable changes in the present state statues relating to the duties
         of the Office of Coroner and to promote legislation which is deemed desirable.
F.      To foster good cooperation between Coroners and other Law Enforcement Officials.
G.      To promote a better understanding with the public respecting the nature of services
         rendered by Coroners of the State of Georgia.


ARTICLE II – ELECTION OF OFFICERS AND RESPONSIBILITIES

SECTION 1.
A.      The officers of this association shall consist of a President, 1st Vice President,
          2nd Vice President, Secretary, Treasurer, and Chaplain.

B.      If eligible, coroners currently serving in the 1st Vice President and 2nd Vice President
         positions will automatically be nominated for the next higher office,(i.e. President and 1st V.P.)
         All other officers and elected executive board members will be nominated by the
         nominating committee. Nominations for all officers and elected executive board
         members may also be made from the floor. Election of officers shall be held by
         secret ballot and shall require a majority of those present.

C.      Officers shall be installed after being elected at the Annual Meeting and will serve until
         their successors have been elected.
D.      The fiscal year shall be from January 1 to December 31, with an itemized report given
         at the Annual Meeting for the past period from annual meeting to the present annual meeting.
E.      All officers, with the exception of the Chaplain, shall be duly elected or appointed Coroners,
         and be in good standing with the association.
         Coroners or Deputy Coroners in good standing may be duly elected or appointed
         as Chaplain, District Director, or an at large executive board member.

F.      Terms of office for President, 1st Vice-President, 2ndVice President, will be for one
         consecutive year only. All other officers and elected executive board members may serve
         unlimited consecutive terms in office. (Effective with 1999 election)

SECTION 2.
A.      There shall be an Executive Board consisting of the President, 1st Vice President,
         2nd Vice President, Secretary, Treasurer, Chaplain, Immediate Past President,
         5 District Directors (from the same districts as the Ga. Training Council has
         established), 1 at large executive Director (who will serve as chair of the directors),
         and the Chairman of the Georgia Coroners Training Council.

B.      This board shall have general charge of all the interest of the Association.
C.      The board shall consider and report at the annual meeting of proposed measures
          for the general welfare of the organization; it shall present subjects for general
          consideration; propose and secure legislation, designate work to be done between
          sessions of the association; audit all accounts for expenses; and in every way,
          promote the interests of the Association.

SECTION 3.
A.       The executive board shall direct the expenditures of the funds of the Association;
          members present shall constitute a quorum for the transaction of business.
B.       The board shall meet at such places as the majority may determine.

SECTION 4.
A.       The organization, at its discretion, may reject or approve all actions of the executive board.


ARTICLE III – DUTIES OF OFFICERS

SECTION 1.
A.       It shall be the duty of the President to preside at all meetings of the Association
         and the Executive Board, and to insure that the 1st Vice President, 2nd Vice President,
         and all standing committees are performing their duties.

SECTION 2.
A.      It shall be the duty of the First Vice President to perform all duties of the President
         during his absence. The First Vice President will also be responsible for
         coordinating with the secretary and the treasurer the agenda for the fall meeting
         of the Association. He or she will be the liaison to the Georgia Association
         of County Commissioners.
B.      In the event the president and or First Vice President can’t, or will not
         perform the duties; the Second Vice President shall serve. The Second Vice President
         will also be responsible for coordinating with the secretary and the treasurer the
         agenda for the spring meeting of the Association. He or she will be the liaison to
         the Georgia Sheriffs Association.

SECTION 3.
A.      It shall be the duty of the Secretary to receive and answer all communications addressed
         to him, send out timely newsletters, and perform such duties as may be required of
         him by the Executive Board.
B.      He or she shall make and keep a report of the proceedings of all meetings, and assist the
         President in scheduling the semi-annual and the annual meeting of the Association.
C.      He or she shall make at the annual meeting a complete report of all the activities of the
         Association of the preceding year.
D.      He or she shall promptly deliver up all books, papers, and other property of the Association
         to his or her successors in office.
E.      The secretary shall receive a total of $250.00 upon the approval of the executive board
         for his services as secretary. $125.00 payable at the semi-annual meeting and
         $125.00 payable at the annual meeting of the Association.

SECTION 4.
A.      The treasurer shall receive all monies from dues and from all other sources; send out annual
         dues statements, make necessary disbursements, keep a complete and accurate record
         of all financial transactions of the Association, insure that all monies are
         deposited in an interest bearing checking account, and perform such duties
         as may be required by the Executive Board.
B.      The treasurer may be required to give bond, and in such event, the Association will pay the
         premium on such bond.
C.      He or she shall make at the annual meeting, a complete report of all the activities of the
         Association of the preceding year.
D.      He or she shall promptly deliver up all the monies, books, papers, and other property of the
         Association to his or her successors in office.
E.      He or she shall receive a total of $250.00, upon approval of the Executive Board for services
         as Treasurer. $125.00 payable at the semi-annual meeting and $125.00 payable
         at the annual meeting of the Association.

SECTION 5.
A.      Vacancies in the Office of President and 1st Vice President occurring between annual
         meetings will be filled by the 1st Vice President or 2nd Vice President moving up
         to fill such vacancy.
B.      A vacancy in the position of 2nd Vice President, Secretary, and Treasurer, occurring between
         annual meetings, will be filled by a majority vote of members present at a
         meeting of the executive board.
C.      A vacancy occurring between annual meetings in the office of Chaplain or District Director may
         be filled by being appointed by the President of the Association.
D.      Officers not fulfilling their duties as spelled out in the Constitution and By-laws of the
         Georgia Coroners Association, or as directed by the Executive Board, may be
         petitioned by 2 or more members of the Executive Board, for removal from office.
         Such petition must be sent to the President and Secretary of the Association.
         If the office being petitioned is the President, the notice should then be sent
         to the 1st Vice President and the Secretary of the Association. If the office
         being petitioned is the Secretary, the notice should be sent to the President and
         the Treasurer of the Association. Such petition will be heard within 20 business
         days by a special called meeting of the Executive Board. The petitioned officer may
         be removed by a 2/3 vote of the Executive Board Members present.


ARTICLE IV – CONDITIONS FOR MEMBERSHIP

SECTION 1.
A.      The association membership shall be divided into four classes as follows:
            A. Active,
            B. Inactive,
            C. Honorary
            D. Associate

SECTION 2.
A.      All active members shall consist of duly elected, or appointed, Coroners, and Deputy Coroners.

SECTION 3.
A.      Only active members shall have the right to vote.

SECTION 4.
A.      Inactive members shall consist of past Coroners, and Deputy Coroners who left in good standing.

SECTION 5.
A.      Eligibility for an election to honorary membership shall be determined by the membership of
         the Association and the qualifications for which shall consist of having performed
          some notable service to the public or the Association.
B.      Medical Examiners may join the Association as associate members. Associate members must
C.       be sponsored by either 2 Coroners or 1 Coroner and a Deputy from a different county.
         Associate members must be affiliated with or work with the
         Coroner – Medical Examiner System. They will pay the same dues
         as a regular member, but will not be able to vote or hold office in the Association.

SECTION 6.
A.      The Association reserves to itself the power at any session, by a majority vote
         of the members present, to exclude all but active members from the meeting.

SECTION 7.
A.      The executive board shall be charged with the duty of notifying all Coroners
         of their eligibility to membership in the Georgia Coroners Association,
          as soon as convenient after each county election in the State of Georgia.


ARTICLE V - AMENDMENTS TO THE CONSTITUTION

SECTION 1.
A.      The Association shall have full power at any meeting to alter, amend, or revise this
         constitution and by-laws by a vote of two-thirds of the active members of the Association
         present. Provided that the official notice of the meeting sent out by the Secretary
         of the Association, shall have contained the proposed alteration, amendment,
         or revision, with a minimum of ten days notice in advance of the meeting.
         Official notice may also be posted on the Georgia Coroners Association Website
         with a minimum of 20 days notice in advance of the meeting.

SECTION 2.
A.      Any vacancy occurring in any committee shall be filled by appointment by the President.


ARTICLE VI – REIMBURSEMENTS

SECTION 1.
A.      When not reimbursed by their respective counties, the President or his or her designee,
         (1st or 2nd V.P.), Secretary, and Treasurer, of the Association will be
         reimbursed for travel and lodging expenses incurred while conducting
         official business of the Association, to include annual and semi-annual
         meetings of the Association, executive committee meetings, legislative
         hearings, and any other business approved by the executive board.
         Such reimbursements are not to exceed $1000.00 per person per fiscal year.
B.      If not traveling by government vehicle, or they are not reimbursed by their respective counties,
         all other officers and executive board members, will be reimbursed at .25 per mile,
         round trip, while attending official meetings or business of the Association that
         is approved by the President of the Association.


BYLAWS
GEORGIA CORONERS ASSOCIATION

ARTICLE I – DUES REGULATIONS

SECTION 1.
A.      The annual dues shall be $75.00.

SECTION 2.
A.      There shall be no dues for inactive membership.

SECTION 3.
A.      Honorary Members shall pay no dues.

SECTION 4.
A.      The Roberts Rules of Order shall govern the conduct of the meeting.

SECTION 5.
A.      The President shall appoint all committees, unless otherwise provided
         for, as soon after assuming the Office of President as
         to him or her seems necessary and practicable.


ARTICLE II – REGULATIONS FOR MEETINGS

SECTION 1.
A.      The annual meeting of the Association shall be held in the month of
         September of each year at such time and place as shall
         be determined upon at the previous annual meeting by majority
         vote with the exception in election year, when it shall be held
         immediately after the general election.

SECTION 2.
A.      Meetings of the executive board shall be called by the President.

SECTION 3.
A.      Special sessions of the Association shall be notified in writing by United States
         mail of the holdings of any meeting of the association, and such notices
         shall be mailed by the Secretary at least ten days in advance of the meeting.

SECTION 4.
A.      The notice of special meetings shall indicate the matters that are to come
         before the meeting for consideration.

SECTION 5.
A.      Any award presented by an outside organization at a meeting of the
         Georgia Coroners Association, must first be approved
         by the Executive Committee.


ARTICLE III – COMMITTEES

SECTION 1.
A.      The President may, upon his own initiative, appoint such standing committees
         or special committees,as he or she, deems necessary for the performance
          of certain duties.
B.      Committee members may consist of any active member as defined in Article IV,
         Section 2 of the constitution, who are in good standing.
C.      Standing committees will consist of the following: Legislative Committee,
         By-laws Committee, and any other committees that the officers
         and executive board may designate in the future.

SECTION 2.
A.      The Association may, by motion, direct the President to appoint special committees,
         or committees, as it's members deem advisable,or necessary to perform
         specified duties.

SECTION 3.
A.      The membership of the association may, at its discretion appoint by ballot members
         of a special committee.

SECTION 4.
A. The nominating committee for association officers and executive board members will
consist of the 3 most immediate past presidents of the association and 1 coroner and 1 deputy coroner
from different counties appointed by the President of the Association. The coroner and deputy coroner
appointed to the committie shall not be currently serving as an officer or director of the association
The most immediate past president will serve as chairman of the committee. In the event there are not
3 immediate past presidents available to serve, the current association
president will appoint a representative to fill the committee.

2.      Reading of the minutes of the last meeting.
3.      Report of the President.
4.      Report of the Treasurer.
5.      Report of the Secretary.
6.      Reports of the Committees.
7.      Reading of any Communications.
8.      Unfinished Business.
9.      New Business
10.      Nomination and Election of Officers.
11.      Acceptance and installation of Officers.
12.      Appointment of Committees.
13.      Selection of the next meeting place.
14.      Adjournment.
